- This Alternative Solution is proposed as a means of providing 'timely movement of persons to a safe place in the case of an emergency' (OBC Functional Statement 10) and to facilitate emergency response (OBC Functional Statement 12). Use of Area of Rescue versus second exit (9.9.8.2)The subject property is a historic urban home, used as affordable housing and operated by a City of Toronto funded non-profit organization. This home is in the process of becoming licensed as a Multi-tenant House through the new policy framework instituted in March 2024. This home provides deeply affordable housing and given the site constraints it is impossible to provide a secondary exit from the third floor. The following solution provides common access to a smoke protected common room with a window designed for easy access by firefighting equipment. Given the low occupancy of the building and the provision of several upgrades to the fire separations throughout, it is argued that an 'area of rescue' at the front of the house is a sufficient solution to provide timely access to to a safe place, and to facilitate emergency response.Please note that the attached property - 93 Mitchell was approved under an Alternate Solution in 2025. The solution for that home, owned and operated by the same entity proposed an enhanced rescue balcony at the rear of the property. Through conversations with the examiners and through evaluating fire department access, we are proposing a different solution for this house with direct street access for rescue teams.
